In memory of William S. Bullinger, a respected practitioner who tirelessly advanced the Association’s encouragement of professionalism, civility in practice, and dialogue between the Bench and Bar. The award is based primarily on economic need, although other criteria including academic promise and an interest in the subject matter of the Federal Circuit’s legal community are considered.

Pursuing a J.D. degree at any law school accredited by the American Bar Association
